TOTFO  HISTORY

Tip of Texas Family Outreach (TOTFO) was formed from an idea developed by Mrs. Gloria Hughes, a former nurse and member of the Cameron County Child Welfare Board, who was a special advocate for children.  She decided to make her vision for Brownsville "the prevention of child abuse," a reality. 

In January 1987, TOTFO was formed by a Volunteer Steering Committee, which consisted of future volunteers who wanted to make a difference in the community.  Family Outreach opened its doors to the public in March 1989 and has been providing confidential services to families in the City of Brownsville and surrounding communities.

The organization has evolved over the last 30 years from being in a rent-free two bedroom home in the Brownsville Housing Authority to purchasing its own building and paying off the note in 2019.  Our menu of services has changed throughout the years to add home-based services, free counseling, financial literacy sessions, co-parenting classes and informational workshops.
